Why aren't operators charged? +
Operators are the field workers completing safety tasks — PPE checks, briefing sign-offs, toolbox talk acknowledgements. Charging per operator would penalise companies for having larger, safer workforces. That's the wrong incentive in a safety product, so operators are always free.
What counts as a manager seat? +
A manager is anyone who creates tasks, configures sites, generates briefings, reviews compliance data, or has admin access. Site managers, H&S officers, and your company admin all count. Operators — who only complete safety tasks — never count.
Is there a free trial? +
Yes — all plans include a 14-day trial with full platform access. No credit card is required to start. You can test with your real team and real sites before committing to a subscription.
Does it work without signal on site? +
The current platform requires a data connection to submit gate checks, sign documents, and log incidents. Offline mode — with local queuing and background sync — is on the product roadmap for Q3 2026. In the meantime, most site offices and welfare units have sufficient signal for the app to work reliably.
Is our data UK-hosted and GDPR compliant? +

The name Tuvela is derived from the Latin tutela — meaning guardianship and protection. We discovered, incidentally, that "The Tuvela" appeared in a 1968 science fiction story as a name for human guardians. We thought that was apt.

How to Write a RAMS

If you work in construction, you've almost certainly been told you need a RAMS before work can start. But what actually goes in one — and how do you make sure it stands up to scrutiny from a principal contractor, a client, or the HSE? This guide walks through exactly what a Risk Assessment and Method Statement needs to contain, what the law requires, and how to put one together that protects your workers and your business.

What is a RAMS?

A RAMS combines two separate documents that are almost always produced together in construction:

  • A Risk Assessment identifies the hazards associated with the work, evaluates the likelihood and severity of harm, and sets out control measures to reduce the risk to as low as reasonably practicable (ALARP).
  • A Method Statement describes how the work will be carried out — the sequence of operations, the equipment to be used, and the competencies required.
Regulatory Reference — CDM 2015Under the Construction (Design and Management) Regulations 2015, Principal Contractors must plan, manage and monitor construction work to ensure it is carried out without risks to health or safety. RAMS are the primary mechanism for discharging this duty at task level. The HSE's L153 ACOP provides the authoritative guidance. For notifiable projects (30+ working days with 20+ simultaneous workers, or 500+ person-days), RAMS form part of the Construction Phase Plan.

Who Needs to Produce a RAMS?

RAMS are required whenever the work presents significant risk. In practice, this means almost all construction activities beyond minor maintenance tasks. You should produce a RAMS if:

  • Your work involves working at height (scaffolding, ladders, MEWPs, roofwork)
  • You are using plant or machinery (excavators, cranes, powered access equipment)
  • There is a risk of exposure to hazardous substances (asbestos, silica dust, solvents)
  • You are working in confined spaces
  • The work affects the structural integrity of a building
  • You are working in proximity to live services (gas, electric, water)
  • A principal contractor has requested one as part of their pre-qualification requirements

What Must a RAMS Include?

Part 1: Risk Assessment

Your risk assessment must cover:

  1. Description of the work activity — what is being done, where, and by whom
  2. Hazard identification — what could go wrong? Include physical, chemical, biological and ergonomic hazards
  3. Who is at risk — your workers, other contractors on site, members of the public
  4. Existing controls — what measures are already in place
  5. Residual risk rating — after controls, what risk remains? (Low / Medium / High)
  6. Additional controls required — what else needs to be in place before work starts
  7. PPE requirements — specify exactly what must be worn, not just "appropriate PPE"
  8. Emergency procedures — what happens if something goes wrong

Part 2: Method Statement

Your method statement must describe:

  1. Scope of works — a clear description of exactly what the task covers
  2. Location — site address, specific area, grid reference if relevant
  3. Sequence of operations — step by step, in the order they will be carried out
  4. Plant and equipment — what will be used, including inspection/test requirements
  5. Materials — including any COSHH-regulated substances and their storage/handling
  6. Competencies and training — who is authorised to carry out the work, and what certificates are required (CPCS, IPAF, PASMA)
  7. Supervision arrangements — who is responsible on site
  8. Communication arrangements — site inductions, toolbox talks, briefing sign-offs
  9. Environmental controls — waste disposal, dust suppression, noise management
  10. Emergency and evacuation procedures — muster points, first aid provisions

Common Mistakes to Avoid

Watch out for these Generic language — "wear appropriate PPE" tells nobody anything. Specify hard hat, safety boots, hi-vis, cut-resistant gloves (EN388) and safety glasses as a minimum.

Copying and pasting — a RAMS from another job that hasn't been reviewed for the specific site is worse than no RAMS at all.

Nobody reads it — a RAMS filed away and never briefed to workers provides zero protection. The briefing and sign-off is as important as the document itself.

No version control — if scope changes mid-job, the updated RAMS must be re-briefed and re-signed.

A RAMS that hasn't been communicated to the people doing the work is not a compliant RAMS. Before work starts:

  • Brief the RAMS to your team — walk through the hazards, controls, and method statement
  • Allow questions — if a worker raises a concern about an uncovered hazard, update the RAMS before proceeding
  • Obtain signatures — every worker must sign to confirm they have read and understood the RAMS
  • Keep records — your signed RAMS must be retained and available for inspection
  • Give workers the opportunity to highlight additional risks and improvements — carry good practice through to new site RAMS

CDM Regulations for the Small Contractor

The Construction (Design and Management) Regulations 2015 — CDM 2015 — are probably the most important piece of legislation in UK construction health and safety. They are also the most misunderstood, particularly by smaller contractors. The most common misconception is that CDM only applies to large projects or big companies. It doesn't. CDM applies to virtually all construction work in Great Britain, and the duties it creates follow you whether you're a sole trader with a van or a regional contractor with 50 site workers.

What is CDM 2015?

CDM 2015 replaced the previous CDM 2007 regulations. The core purpose is to integrate health, safety, and welfare into the design and construction process — not as an afterthought, but from the very start of a project.

Regulatory Reference — CDM 2015The Construction (Design and Management) Regulations 2015 (SI 2015/51) came into force on 6 April 2015. The accompanying Approved Code of Practice (L153 — Managing health and safety in construction) has special legal status: if you don't follow it, you must demonstrate compliance in some other way. L153 is free to download from the HSE website and should be in every contractor's library.

Key Point for Small ContractorsEven if you are a subcontractor working under a Principal Contractor, you still have Contractor duties under CDM 2015. You cannot discharge those duties by simply following instructions — you are independently responsible for planning and managing your own work safely.

When Does CDM Apply?

CDM 2015 applies to all construction projects. The level of formality required scales with the size and complexity of the project:

What CDM Means in Practice for a Small Contractor

If you are working as a contractor on someone else's project, your CDM duties include:

  • Producing a RAMS for your work activities before starting on site
  • Briefing your workers on the RAMS and obtaining signed acknowledgement
  • Cooperating with the Principal Contractor and following the Construction Phase Plan
  • Reporting any risks you identify that are not covered by the existing plan
  • Ensuring your workers are competent and appropriately supervised
  • Ensuring welfare facilities meet the requirements of Schedule 2 of CDM 2015
  • Maintaining records — signed briefings, RAMS, toolbox talk records, induction records

Competence Under CDM 2015

CDM 2015 requires that anyone appointed to a CDM duty holder role must have the skills, knowledge, experience, and organisational capability appropriate to the role. For small contractors, this means:

  • Anyone carrying out RAMS must understand the specific risks associated with the work
  • Site managers must have or be working toward SMSTS or equivalent
  • Supervisors should hold SSSTS as a minimum
  • Workers must hold relevant cards — CSCS for general construction, CPCS for plant operators, IPAF for MEWPs

Penalties for Non-Compliance

CDM 2015 is enforced by the HSE. Breaches can result in:

  • Prohibition notices — immediately stopping work on a site
  • Improvement notices — requiring specific actions within a set timeframe
  • Prosecution — unlimited fines and up to two years' imprisonment for the most serious breaches
  • Civil liability — injured workers or third parties can bring personal injury claims
HSE Enforcement DataIn 2023/24, the HSE prosecuted 337 cases in construction, with an average fine of over £38,000. The overwhelming majority involved failures in risk assessment, method statements, or management of work at height — all duties that sit squarely with the Contractor under CDM 2015.

Working at Height Risk Assessment Template

Falls from height remain the single biggest cause of fatal injuries in UK construction. In 2023/24, 35 of the 51 construction fatalities recorded by the HSE involved falls from height — nearly 70% of all construction deaths. The law is clear: any work at height must be properly planned, appropriately supervised, and carried out in a way that minimises the risk of a fall. This article gives you a working template you can adapt for your own sites, and explains exactly what the regulations require.

The Legal Framework

Regulatory Reference — Work at Height Regulations 2005WAHR applies to all work in Great Britain where there is a risk of a fall liable to cause personal injury. "Height" is not defined by a minimum distance — even work inches from the ground is covered if a fall could cause injury. The Regulations require a hierarchy of controls: (1) avoid work at height if possible; (2) use equipment to prevent falls; (3) if risk cannot be eliminated, use equipment to minimise the distance and consequences of a fall.

The Hierarchy of Controls

WAHR requires you to apply controls in a specific order of preference. Your risk assessment must demonstrate that you have worked through this hierarchy:

Important — LaddersUnder WAHR, ladders may only be used for short duration or low-risk work where it is not reasonably practicable to use safer equipment. "We've always used ladders" is not a legal justification. If a MEWP or scaffold is reasonably practicable, it should be used. If ladders are selected, the risk assessment must justify that decision.

Your risk assessment is only part of the compliance picture. Under WAHR, equipment used for working at height must be inspected:

PUWERThe Provision and Use of Work Equipment Regulations 1998 (PUWER) also apply to equipment used for working at height, including MEWPs, scaffolding, ladders, and fall arrest systems. PUWER requires equipment to be suitable, maintained, and used only by people who have received adequate information, instruction and training.
